In July of 1982 the Callers Council of NJ, the Central NJ Square Dance Association, the Dance Leaders of Deleware Valley, the Norther NJ Square Dance Association, and the Bucks-Tranton and Penn-Jersey Districts of the Federation of Delaware Valley Square and Round Dancers all cosponsored a multi-hall all day booster ball for the Baltimore National Convention. The effort was so successful that it was decided to continue the lines of communication established during this venture.

On January 23, 1983, just five days after Governor Kean signed Bill # SJR-19 designating "square dance" as the American Folk Dance of NJ, an organizational meeting was held at the home of Jim and Doris Howatt. Under the direction of Frank and Helen Cavanaugh, who were instrumental in getting SJR-19 passed, the groundwork for the SDCNJ was laid.

In October of 1983, a Constitution was formally adopted and the Square Dance Council was officially born. The founding officers were Frank and Helen Cavanaugh as Chairman, George and Rose Dock as Vice Chairman, Doc and Peg Tirrell as Sectetary, and Bill and Donna Anderson as Treasurer.

Later the Delaware Valley Round Dance Teachers Association and the Federation of Delaware Valley Square and Round Dancers joined the Council.
